Because tax payer money goes into pockets it shouldn’t. Then raise taxes to make up for the missing money for it to be stolen again. Then repeat the process over a span of decades and all of a sudden people think it’s normal to pay such high taxes, when in reality, they would’ve never gotten high to begin with, without fraud and abuse.
