The meme started out as the Vin Diesel Fact Generator made by a user on the Something Awful forums and then there was a vote done to make Chuck Norris one because of a running joke on Conan. After that it took off. I think mainly because Norris was much more widely known and it tied into the kind of over the top karate characters he played.
