You're winning if the gaps that exist are the result of informed decisions (trade offs) and not ignorance due to a lack of observability. The key distinction being that you continuously know, understand, and have accepted the gaps. It doesn't count if you simply believe generally that gaps must exist but you don't actually know them. The context behind this is coverage of security and intelligence targets and topics.
