She's not native so idk.... However I will say that she's not entirely wrong. It was less prevalent than what we see today because rape was not a normalized, frequent or common practice. Prior to invasion and colonization tribes were generally close knit communities. If someone in the community was acting off the wall, being crazy or dangerous or hurting people and couldn't be fixed they would be ostracized or killed pretty quickly instead of coddled like what we see today. So maybe that's what she means.
