@JamesEBriggs It's not Rick. It's the public perception. A homeless guy nearly got into a fight with the hot dog vendor on the Circle today. The perception, which is reality for a lot of people is that downtown isn't safe. And all the date in the world won't mean a damn thing, my friend.
