The National MSc Medical Teachers’ Association (NMMTA) welcomes the Medical Institutions (Qualifications of Faculty) Regulations, 2025, which effectively replaces the earlier TEQ 2022 and removes many of the discriminatory provisions that existed previously. We are pleased to note that persons with medical M.Sc. and Ph.D. qualifications in the five core non-clinical disciplines—Anatomy, Biochemistry, Physiology, Pharmacology, and Microbiology—are now officially recognized under the designation of “non-medical faculty.” (Although we strongly object to the continued usage of the term "non-medical", which is inaccurate and misleading.) Also, the MSR 2023 too has been amended to allow appointment of teachers with medical M.Sc, Ph.D. qualifications in all the five non-clinical subjects to the extent of 30%, which has always been our demand. Importantly, faculty holding these qualifications are now eligible to serve as postgraduate guides -an overdue acknowledgment of their academic and professional capabilities. While we welcome these positive developments and thank the government for this significant shift in policy, a few concerns remain: Transition Clause: The regulation still retains a vague clause on the "transition period," which is neither clearly defined nor time-bound. This ambiguity creates unnecessary anxiety. We firmly believe that no in-service faculty should be displaced. If at all, only new appointments may be regulated under any revised criteria, but existing faculty must be protected from any adverse consequences. Disparity in Entry-Level Posts: There remains an unfair disparity in qualification requirements: while a Tutor requires only an MBBS degree, the equivalent post of Demonstrator for our disciplines mandates both an M.Sc. and a Ph.D. This is arbitrary and unjustified. We strongly urge the NMC to remove the Ph.D. requirement for Demonstrator posts to bring parity. Ph.D. Mode of Study – Misinterpretation of UGC Norms: The NMC's insistence on “on-campus mode” for M.Sc.-Ph.D. qualifications has led to confusion. According to the University Grants Commission (UGC)—the apex body regulating higher education—Ph.D. degrees may be pursued in full-time or part-time mode, the latter allowing candidates to remain in service while studying at another recognized institution. Only Ph.D.s obtained through distance mode are invalid. We request the NMC to align its language and policy with UGC norms to avoid misinterpretation and unjust exclusion of deserving candidates. In essence, these new guidelines mark a moral and professional victory against the entrenched bias and injustice faced by teachers with M.Sc.-Ph.D. qualifications. This moment reaffirms our longstanding demand for equity and recognition in medical academia. We sincerely thank the government for listening to reason and restoring fairness. At the same time, we urge the authorities to address the remaining inconsistencies to ensure complete justice. NMMTA takes pride in the tireless efforts of its members and office bearers whose perseverance and commitment have borne fruit. In the face of relentless misinformation and propaganda, it is essential to make the facts known. Remember, the opposition to you is purely political -driven by pride, prejudice, and competition for positions- and has nothing to do with the quality of education. Let’s set the record straight - even for those with supremacist ideologies. While the undergraduate qualifications of the two classes of teachers may vary, their postgraduate qualifications are similar. It is the PG qualification that truly equips an individual to be an educator. While a medical graduate degree can be beneficial, it is not essential for teaching basic medical sciences in non-clinical specialties. The majority of teachers in U.S. medical schools who teach non-clinical sciences hold a Ph.D. rather than an M.D. Additionally, a Ph.D. is not a structured course; the research conducted for it does not inherently enhance undergraduate teaching skills. The NMMTA filed both its first and second appeals with the @NMC_IND and @MoHFW_INDIA, respectively, in response to the contentious provisions of the MSR 2020, as stipulated by the NMC Act. In a positive gesture, the Ministry considered our appeal and provided interim relief by instructing the NMC to revert to the MCI's 1988 TEQ regulations until the matter is resolved by the Delhi High Court. However, after submitting an affidavit in the High Court, in which the NMC promised to adhere to the Ministry's directives, the NMC astonishingly took a U-turn, disregarded the Ministry's order, and adopted a hostile posture. This brazen disregard for established norms has undeniably undermined the government's credibility and authority. Regrettably, we are yet to witness any corrective or punitive actions on the part of the government. A portion of our second appeal submitted to the MoHFW still remains unaddressed. The NMC consistently disregards our feedback, neglects our appeals, and refuses to redress our grievances. The Ministry, too, appears unresponsive. In the face of numerous NMC Act violations, insubordination by the NMC, inactivity within the Ministry, and inexplicable delays within the judiciary, we find ourselves uncertain about where to seek redress. As the nation celebrates #TeachersDay, a segment of educators in India's medical colleges, holding MSc/PhD qualifications, observes this occasion with a heavy heart. What deeply troubles us is not only the continuous assault on our qualifications, livelihoods, dignity, and rights by prejudiced individuals but also the unrelenting and biased actions of the regulator, the NMC (@NMC_IND). The NMC, as a regulatory body, exhibits clear favoritism towards medical professionals, completely disregarding the valuable contributions of non-medical professionals. The government, in its decision to grant one professional group complete dominance, has unwittingly committed a grave error. As a result, we find ourselves compelled to mark this day as #UnhappyTeachersDay. We urge all affected individuals to join us in reaching out to @rashtrapatibhvn, @pmoindia, and @MoHFW_INDIA @mansukhmandviya @OfficeOf_MM.
