CIA officers helped facilitate a car bomb attack in Mexico as part of expanded secret operations CNN has revealed that the U.S. Central Intelligence Agency has significantly ramped up its covert operations inside Mexico against drug cartels. This includes direct participation in lethal actions targeting cartel members. According to the report, elite CIA Ground Branch operatives have been involved in operations aimed at dismantling networks linked to the Sinaloa Cartel and other groups. A key example is the March 28 killing of Francisco Beltrán, alias "El Payín," a mid-level Sinaloa Cartel operative. Beltrán died when his vehicle exploded on a highway near Mexico City. Multiple sources told CNN the attack was facilitated by U.S. agents, with an explosive device placed inside the car. The operations also extended to the state of Chihuahua, where U.S. agents provided intelligence, equipment, and operational support to local forces. Some of these actions were reportedly carried out without fully notifying the Mexican federal government, due to concerns over cartel infiltration within Mexican security institutions. Mexican President Claudia Sheinbaum strongly criticized the presence of U.S. agents on Mexican soil, stating: “There can be no agents from any U.S. government institution operating in Mexican territory.” She expressed hope that such incidents “will not happen again.” The Mexican government has voiced concerns over potential cartel reprisals and damage to bilateral relations. U.S. officials, however, have signaled they intend to continue aggressive operations against criminal organizations, even when some governments “cannot or do not want” to fully cooperate.
