Russia's total crude refining capacity is ~6.6 million bpd (~330 Mt/year). Reuters (May 2026): facilities with >83 Mtpa capacity (~25%) were halted or sharply reduced after strikes on central plants (Ryazan, Kirishi/KINEF 20Mt, NORSI 17Mt, etc.), hitting ~30% of gasoline output. Moscow Kapotnya refinery (~11.6 Mt processed in 2024) hit again in June; extensive damage, repairs at least 6 months. Slavyansk-on-Kuban refinery (~5 Mtpa) was struck recently — full damage assessment still pending; it's a smaller facility. Russia continues repairs where possible.

Crimea will never return to Ukraine. It has always historically been Russian and the ethnicity is 60% Russian. Ukraine gained Crimea in 1995 similarly to what Russia wanted to do with Ukraine: an invasion and a political coup. Crimean ports have been important to Russia since the Czars. It actually should be granted independence, and for a short time was.
