Oh yeah. Not the first time I have heard of something similar. I personally believe that there should be a $50-$1000 fee and an identity confirmation to make claims against videos. If the claim loses, then the person who made the claim should lose their fee and receive a strike themselves. If they win, they should get their money back. That would significantly decrease the amount of BS copyright claims.

I’ve looked into a large handful of the inauthentic claims by YouTube… they were right over 95% of the time. There should be an appeal’s process but it sucks that the legitimate people have to wait behind the bad actors for help by a real person.
