Today’s session also spotlighted the remarkable leadership journey of Victoria Apili, whose story reflects the quiet yet powerful transformation that happens when women leaders are supported, trained and equipped to lead with confidence. Victoria spoke candidly about the challenges she faced when she first joined local government as a councillor in Kamuli. Despite holding the position of Women Chairperson for Gender, Labour and Social Development, she often struggled to speak during council meetings. The environment was intimidating, highly technical and dominated by voices that overshadowed women’s contributions: a reality familiar to many women entering public leadership spaces. Her turning point came when UWONET conducted an induction for women councillors in Kamuli. What made this training transformative was its practicality and accessibility. The sessions broke down complex governance processes into simple, relatable language and addressed everyday leadership essentials: roles and responsibilities, dress code and even seating etiquette. For the first time, Victoria felt grounded, prepared and empowered to participate meaningfully. From that moment, everything changed. She stood up in council and spoke with confidence. Other women followed. Their self-esteem grew, and they began identifying strategic points of influence to advocate for better service delivery. Today, Victoria serves as the Deputy Speaker of the council, a testament to how capacity-building can shift not just individual trajectories but entire leadership landscapes. Before UWONET’s intervention, there were no women on the council. Now, through the advocacy skills gained from the training, the women caucus has achieved significant milestones: — Successfully advocating for four maternity wards — Advancing food security initiatives — Introducing food preservation skills for community sustainability — Passing a landmark by-law against child marriage Victoria’s story is a powerful reminder that when women leaders receive targeted training and collective support, they transform not only their own leadership identities but the systems around them. When reporting pathways are slow, unsafe, or insensitive, silence becomes a survival strategy, not a choice.
