This bill prohibits any bill from being released from committee unless - and until - the fiscal note or legislative fiscal estimate is complete. In other words, we have an epidemic of bills being released from committee (approved) without any idea whatsoever of what the bill would cost. And shockingly, when we question this, some Democrats actually tell us that the topic of the bill is so important that they don't care about the cost. This is 100% true.
