He was convicted under qisas (retribution) law after a trial where he claimed torture-induced confession; human rights groups (Amnesty, IranHR) cite unfair process, denied defense, ignored alibi. They were handed absolute, unmerited authority that exceeded that of congress (which is supposed to set the budget), power over millions of human lives and access to sensitive data on the entire US population—which they stole. They should rot in prison for a very long time.
