Has Your HOA Flocked You? HOAs across the U.S. are increasingly deploying Flock Safety’s automated license plate recognition (ALPR) cameras at neighborhood entrances and along private roads. What started as an affordable security tool for communities has grown into a nationwide network raising significant privacy, legal, and constitutional questions. HOAs were one of the first customers of Flock. Law enforcement came later. This approach helped democratize the tech but also embedded private cameras into broader surveillance networks. HOAs often control the data and decide whether to grant local police access. I guess it makes them feel important. Nobody likes unchallenged, perceived power like a HOA Karen! HOAs and private neighborhoods were early and core customers. Historical data showed that over 40% of Flock’s business came from HOAs and similar private deployments. By the mid-2020s, Flock reported activity in more than 3,000 neighborhoods and HOAs. Earlier reporting indicated over 200 HOAs had purchased systems. You have to believe that’s much higher now. If the HOA has installed Flock, here’s what that means: Every time you (or anyone) drives into or out of your HOA neighborhood, the camera logs your license plate, exact time, date, and location. With thousands of cameras networked together, this builds a comprehensive travel history that can reveal where you live, work, shop, worship, seek medical care, or associate. HOA-controlled cameras frequently share access with police. Reports show this data has reached federal agencies through network sharing arrangements, sometimes without full local knowledge or consent. This effectively extends government surveillance reach via private actors. There is no complete public directory of every HOA using Flock. The company serves thousands of communities (with HOAs historically making up a large portion of early customers), but specific names usually only appear in positive case studies, local news, or when there is resident controversy/pushback. This list draws from publicly available reports and coverage as of mid-2026 and is not exhaustive. ᯓ★ Westridge HOA (Federal Way, Washington) installed 5 Flock cameras to deter crime (including home invasions). First HOA in the city to deploy the system. Can share footage with police when needed. Residents and leadership cited it as part of a broader safety strategy. ᯓ★ Princeton Manor Homeowners Association (Knightdale, North Carolina) deployed Flock cameras at neighborhood entrances. Sorry to anyone who bought $deflock because of my shills. I genuinely thought the narrative was huge, so I had high conviction. Turns out the partnership the CTO had lined up with @therealDeFlock got canceled. Looking at the price action, it feels like either the CTO lead @DeflockOnSol was bundling and dumping beforehand, or people close to him got the news early and exited before it was announced in the group chat. Either way, it is what it is. That’s the trenches. We move on.
