Yes. This would almost certainly get blocked by the league.
That said...
50.5(e)(4): "Under no circumstances may a Club... reacquire as part of a Retained Salary Transaction the SPC of a Player who was on that Club's Reserve List within the past calendar year; "
The player on team A would need to be signed by team B. Then traded to team C with retention. And then team C trades them back to team A without additional retention.
So technically the club would be re-acquiring this player but NOT in a "Retained Salary Transaction".

Here's our modest proposal to use offer sheets as a tool of peace instead of war:

If the Ducks match on Carlsson, the Flyers are not simply going to shift to another offer sheet target. Carlsson OS was a process that involved a lot of planning, was based on some strategic intel about how Anaheim ownership is/is not willing to allocate its operations budget and finding a specific fit -- not just any 1C but this particular one. If it does not succeed, the focus most likely moves back within, perhaps with a stopgap PP defenseman added. But main thing will getting own roster players signed and planning for Michkov next year.

@sebclem09 For the same reason his camp offered to sign with Anaheim at $15M (an offer Anaheim rejected) instead of signing the Flyers offer sheet at 18M.

@Fly19081660161 He can be traded by the team he signed the offer sheet. Sending him directly back to Anaheim with retention is what the league might block.
