Duffy's office with a "corrective action plan" to fix the state's "substantial noncompliance" with federal requirements related to non-domiciled CDLs. A small sample reviewed as part of a FMCSA audit determined at least 20% of all non-domiciled CDLs were issued unlawfully by IL SOS office. Nearly 11,000 non-domiciled CDLs have been issued in recent years by the state of Illinois. IL SOS must provide a plan to rescind the unlawful licenses and address what FMCSA called "systemic policy, procedural, and programming errors" in issuing non-domiciled CDLs. If a plan is not submitted, Illinois risks not just losing upwards of $150 million in federal highway funds but the revocation of the state's entire CDL program.
