THE National Assembly has increased penalties for exam malpractice to a maximum of five years in prison and approved an appeal mechanism for candidates or examination centres aggrieved by decisions of the Zimbabwe School Examinations Council (Zimsec), lawmakers said. The amendments, finalised during debate on the Zimsec Amendment Bill, raised the maximum penalty from a proposed two years (Level 7) to Level 14 on the standard scale, which carries a fine, five years’ imprisonment, or both, and allow appeals against adverse Zimsec decisions to be made to the responsible minister. During the Committee Stage, MPs agreed to broaden the offences covered by the higher penalty, including impersonation of candidates, unlawful possession of examination materials, and forging documents such as examination results. Kuwadzana MP Charlton Hwende moved the increase, saying it reflected Cabinet concerns about organised exam paper leaking; Education Minister Torerayi Moyo concurred. Proportional Representation MP Ellen Shiriyedenga successfully proposed adding a clause permitting any person or institution aggrieved by a Zimsec board decision — for example denial, scope limits, or cancellation of registration as an examination centre — to appeal to the minister and, if still dissatisfied, to the High Court. The bill was referred to the Parliamentary Legal Committee to check whether the changes are consistent with the Constitution.

I visited Chikurubi Maximum Prison where I met Anymore Zvitsva following the horrific murders that left many families in Guruve traumatised and communities shaken. Listening to his confession was deeply disturbing, but it was important for me to understand how such violence could emerge within our society. My thoughts remain with the bereaved families who continue to carry the pain of losing their loved ones. No words can erase that grief. As a nation, we must strengthen our values, protect our communities and support those affected by such tragedies. I pray for healing for the families and peace for the communities still struggling to come to terms with these painful events.

I don't think banning people is the answer. Social media harms more adults than anything. Educate people. And I want to do that.

The public is urged to notify the nearest health facility, social welfare office or Police Station so that the individuals can be referred to qualified professionals for treatment, proper assessment and support.

You raised a powerful and resonant argument about the need for tangible, lasting community benefits from mineral extraction. The call for meaningful community benefits derived from mining is entirely valid. However, we need to distinguish clearly between three distinct concepts: Corporate Social Responsibility (CSR), Investment, and legal obligation. CSR is, by its nature, voluntary—unless it is compulsory by laws and regulations or explicitly specified in a contract. Mining companies, whether local or foreign, are profit-driven entities; their primary contribution lies in sustaining their business operations, fulfilling tax obligations, and creating job opportunities. The sustainable model lies in ensuring that state revenues generated from royalties and taxes (including CSR-related taxes) are effectively invested in public infrastructure—such as roads and schools—that benefit local communities and citizens at large. This is precisely what the Government of Zimbabwe is pursuing. Simultaneously, companies should be encouraged to engage in community projects that deliver lasting value, moving beyond one-off donations. In other words, the framework for enduring progress depends on the state translating mineral wealth into tangible community development, while companies operate responsibly, fully comply with applicable laws, and are encouraged to make social contributions. As National Chairperson of Investment Promotion for Economic Development (IP4ED) I strongly advocate for Chinese mining entities operating in Zimbabwe to redirect their corporate social responsibility efforts. Instead of merely providing basic donations,they should invest in meaningful, sustainable projects that uplift local communities. Roads, schools, and other infrastructure improvements that will create lasting benefits for residents in the areas where they are extracting minerals ensuring they share in the wealth being extracted from their areas. Let us shift focus from superficial gestures to genuine, impactful investments that foster mutual prosperity, as encapsulated by the Chinese philosophy of "双赢合作" (Win win cooperation).
