First, John Durham was never permitted to look at govt participants during his review of Trump-Russia. His approved purview was to look "outside govt" only. Second, the FBI needs a "prohibited access" designation to (example) protect FBI assets that may be working in covert operations (think spies). The problem is that during the Obama administration (and beyond) the FBI began hiding anything they didn't want to ever reach sunlight through the use of this "prohibited access" designation. It's a relatively new phenomena (electronically) only used since 2007. Before that it was paper files under lock and key in the FBI directors' office. At least that's what I was told in 2020, cited in all of my statements, and conveyed to the rest of the world as best I could. And yes, Special Counsel Robert Mueller was a cover-up operation, so as a natural outcome all of the stuff his team was in charge of controlling/hiding, were put into these same designations.
