You don't need rulings for things that were always allowed.

A historic ad hoc rabbinic decision was taken in Israel. For 1000s of years, the 49-day period b/w Passover and Shavuot, the Omer, has been considered a time of misfortune. Except for one day, weddings are not held. Rabbis issued an emergency ruling: because of the war and casualties, weddings should not be postponed and may take place (in line with civil defense precautions) to build families in Israel.
