The southern states worked hard to reduce their fertility rates, Tamil Nadu (1.4) and Kerala (1.6) Telangana (1.5) while Northern states like Uttar Pradesh (2.7) and Bihar (3.0) lagged behind. Why are the southern states being penalized for successfully controlling their fertility rates, while the northern states, which failed to control its population are effectively being rewarded?
