We all would know this if it was for Minister Balam. I was today years old when I learned that government schools don’t charge pupil fees. Arrest that head teacher tho😭🙏🏽

@AKasingye @BalaamBarugahar Good advice to the gentleman but I guess he doesn't need it because discretion is not what he's looking for because it doesn't bring out the image he wants to portray. If he'd done that he'd surely get better results but no publicity. He needs the TV cameras and scaremongering.

As you fight corruption @BalaamBarugahar, I know you depend mainly on accounts of big people in offices & politicians at different levels. You may not also be privy to intelligence reports that have been sent to those with privileged information. However, remember to use “invisible people”. The corrupt usually forget, that the invisible people see everything. These include, the cleaners, tea girls, drivers, escorts, registry staff, errand boys, accounts register keepers, etc. Those in big offices are partners in crime or eye same positions to have their time to “eat”. Check your shoulders!

@YusufSerunkuma @RailwaysUganda Uganda does not have a public rail system, not even for touring the railway yard in Kampala. So, please kindly don't talk about it; it's as if you're simply mocking us. The railway is not one of the gains we are protecting. Let's be honest.

To travel country – to experience the beauties of Uganda – @RailwaysUganda should be transporting learners: they take large numbers, & do so cheaply. (Sadly, trains are hitting them). The mistake we make is to fail to appreciate that everything is connected. Education, public transport, health etc.

@GabrielBuule We never had study trips in the 70s and 80s but at our own expense and some because of work we got to visit most parts of our contry

What happened the Zoo, Didi's World, National Theatre, Parliament , Railway, Entebbe airport or Lake Victoria? We need to classify children friendly tourism destination, the distance limitations and also create room for longer holidays for parents to take their own children for tours. Create regional theaters, zoos, agricultural centre's and park.

@GabrielBuule Are those places safe from accidents or are they simply safe just because they are in the central region? Is it the places they visit that's the problem? Let's be real and face the truth. What's causing the accidents. How about those accidents not connected to schools?

@mukulaa When the minister goes out to the field to check out everything by himself, that is a sign that the system has failed. My opinion is that this will not fix anything but simply make it worse. Wait a few months and it will all collapse and be worse than before. It's unsustainable

@NamaraDennisMP @Parliament_Ug Alternatively, why don't you first introduce a new and urgent bill to abolish the constitution? I think it is the biggest obstacle to democracy and accountability. Actually you can even abolish Parliament, then there will be no question of a leader of opposition.

The leader of Opposition in @Parliament_Ug receives 4 billion of tax payers money. Incase he misconducts himself or acts outside the law, there is no way how he can be removed from office unless the party which appointed him removes him. @Parliament_Ug can remove a President, a Speaker, Deputy or any Minister yet it can't remove a Leader of Opposition! That's why we need to amend the law so that Parliament can hold everyone including LOP accountable!

If, or should I say when, the current status quo changes in Uganda, we’ll have to live with its proponents. Besides the very few members of the ruling elite who can flee the country, the vast majority of its supporters have nowhere else to go. Uganda is our only home. They, and their families, will be here. It therefore behooves the supporters of the current establishment to take a long-term view, and to educate themselves, that patriotism is not a forced love of the country, but our ability to accommodate each other in our diversity - knowing that power is transient, a revolving door - and that our collective security lies in our abilities to accommodate each other. Today’s Muhoozi’s are tomorrow’s Malyamungus (Amin’s dreaded henchman), today’s Birungis (now Otto -the (in)famous CMI) are tomorrow’s Rwakasis or Buturus (Obote’s vicious enforcers). As Martin Luther King Jr. said, we must learn to live together as brothers (and sisters) or perish as fools.

@mkainerugaba Why not simply announce that you are overthrowing the constitution and abolishing Parliament then appoint a patriotic league council to govern the country? I think it would be a heroic act instead of this hide and seek. Just do it. Ugandans cannot refuse.

Didn't you collect pay as an MP? Is it only the opposition that get it. Don't NRM members get paid? Does their pay go to voters?

@SamsonMKasumba If he is a loyal citizen of Uganda, why is it difficult for him to renounce his Brazilian citizenship? What's wrong with complying with the constitution of the country you are dying to serve? And if he believes in Uganda, why did he need other citizenship in the first place?

Semakula Timothy the son of Semakula Joseph whose mother is Naluwooza Mercy can’t be minister of Uganda because he has the citizenship of both Uganda and Brazil. 😂😂😂😂😂😂 We are not sure he would be loyal to Uganda 🇺🇬 There are things I find extremely difficult to comprehend and believe me I will find one of the framers of our constitution to understand what they had in mind! @DanielLutaaya We did not invite the to fight for us on the first place. And we didn't make an agreement that because they fought they would be entitled to more than is due to them as foreigners. Plus, didn't we help them get back into power in their own country? Do we have to surrender all?

We seemed not to have a problem with them when they were in Luwero, risking their lives to save Uganda. But all of a sudden, we don't want their sons and grandkids serving our country again?🤔🤔 and why, because of our beloved borders. The same borders that were drawn in Germany by a group of old white guys who just wanted to steal minerals. smh Maybe one day, we shall all realise that "Twese turi Bavandimwe."

@Atukundaisaac1 @baryamureeba Many Ugandans don't have passports , does that invalidate their citizenship? As far as I know, one can be a citizen without a passport but nobody can have a passport without being a citizen. Doesn't this apply to Rwandans?

@baryamureeba Expiration of a passport doesn't imply Expiration of citizenship! Majority Ugandans have expired national IDs!

The Rwandan passport expired. He got it without applying for citizenship of Rwanda.

Why do you think Pres. @PaulKagame left his job in Uganda to return to Rwanda? Even comrades like Gen. Fred Rwigema died trying to liberate Rwanda. In short, Ugandans in the category of Banyarwanda can return to Rwanda and be accepted without having to apply for citizenship. For Dr. Muganga needed a passport to study in Canada which the Ugandan government denied him.

@baryamureeba @PaulKagame Dr. Muganga was a holder of a Rwandan Identity card, working in Rwanda but he needed a Ugandan passport. According to you, should it have been automatic? Aren't there Ugandan born Rwandans? Should they all be eligible for Ugandan passports because they were born in Uganda?

@baryamureeba @KagutaMuseveni in spite of the fact that he didn't apply for Rwandan citizenship he was granted a Rwandan passport. How many other Ugandans not having Rwandan ancestry can be granted the same? That aside, must he be a Minister at all cost? Can't he continue to be what he has been and live?

Pres. @KagutaMuseveni and the late Pres. Nyerere know the history of Banyamulenge in Eastern DRC, who are being denied by the DRC government as non Congolese. Today I want to talk about the people we call Banyarwanda in the Ugandan constitution. Their (great) parents left the present day Rwanda many years ago, freeing political persecution from the then government of Rwanda. Many of these Banyarwanda made great contributions to the liberation struggles of 1979 and 1986. Some shed their blood for Uganda to be free. Later those who liberated Uganda like Pres. @PaulKagame and his colleagues engaged in the liberation struggle/war using Uganda as base and liberated Rwanda in 1994. Gen. @sejudav was one of the first UPDF soldiers to visit Rwanda after the liberation. He knows the state of Rwanda first hand after genocide. I don't think that Banyarwanda who decided to return to Rwanda in 1994 and thereafter were asked to apply for citizenship. Those who decided to stay in Uganda, remained Ugandan citizens. But somehow, we treated them differently. They were denied passports, etc and this is public knowledge. So when Ugandans like Dr. Muganga were denied passports to go and study in Canada, the Rwandan government gave them passports. Did Dr. Muganga first apply for citizenship in Rwanda to get a passport? I don't think so. But we forget their history so fast. Why would the government of Pres. Kagame who suffered the same discrimination not know how to help Ugandans of Rwandese origin who are denied their rights in Uganda? Most likely Dr. Muganga's parents and great parents were born in Uganda. Dr. Muganga was born in Uganda. Holding a Rwandese passport does not make him a dual citizen unless if we have forgotten their history. We should be asking him to renounce his Canadian citizenship, which he has done. Even the little gains we see is because the Bavandimwe directly organised themselves and engaged Pres. Museveni. So when Dr. Muganga goes to the grave of his parents and cries, the ordinary Ugandan thinks he is desperate for a Ministerial appointment. He is not. Some of these Ugandans lost their relatives during the genocide of 1993-94 in Rwanda. This discrimination in parliament is traumatic and it brings back those memories of even being denied passports in Uganda and now being persecuted for getting a passport from Rwanda to enable him to study in Canada. If you were him what would you have done? I think you would have gotten that passport to go and study in Canada. It because of that decision that he is making a contribution to Uganda; the passport enabled him to study in Canada. If he didn't apply for citizenship before getting the Rwandese passport that expired, what do you want him to renounce? Parliamentary Committee on Appointments should publicly apologize for traumatising these Ugandans of Rwandese origin. We should never forget history& circumstances like those that made Dr. Muganga get a Rwandese passport just to access education in Canada. The circumstances necessitated it. Read the preamble of our Ugandan constitution. So why are we bent on asking him to renounce Rwandese Citizenship on the basis of a passport. In normal circumstances you cannot get a passport of the country before you become a citizen, but we know that this was not the case in the case of Dr. Muganga. Dr. Muganda should be asked to renounce Canadian citizenship, which he has done but not Rwandan, which he doesn't have. Dr. Muganga is a Uganda with full rights including being appointed and serving as a Minister. Pres. Museveni shouldn't undermine the gains he has achieved with Bavandimwe and declined to appoint Dr. Muganga minister. As a country we need to end marginalisation of minorities. The Banyarwanda born and living in Uganda are Ugandans like any one of us. So it is not too late for the Parliament of Uganda to do the right thing, i.e. approve the appointment of Dr. Muganga as Minister of State for Internal Affairs.
