Hm. Saturday night, my husband and I couldn’t enter the outdoor All is Bright festival until someone scanned our vaccine QR codes. Yet yesterday, I flew to Ottawa, via Montreal, and no one asked for proof of vaccination for either flight. Which leaves me perplexed.
