The United States is ready to stand with Lebanon as it seizes this opportunity with confidence and wisdom. The time for hesitation is over.

There's nothing saying, for example, that private fire departments couldn't work. The gov't taxes rain water now in many Canadian areas to farmers who aren't even on city water or sewer.
