Within one hour of that visit, with the story on the verge of becoming international news, state officials suddenly approved funding to replace the bridge. What years of requests couldn’t accomplish, the threat of global embarrassment did, almost instantly. It’s a striking example of how, during the Cold War, image and perception could move faster than policy.
