پشتون نسل پرست اپنے حقوق کی تو بات کرتے ہیں مگر پشتون بیوروکریسی جس طرح خیبر پختونخواہ میں غیر پشتونوں کا systematically marginalise کر رہی ہے وہ نسل پرستی یا racism کی ایک بھدی مثال ہے۔ ہم مری والی سائیڈ سے باڑیاں سے جب خیبر پختونخواہ میں داخل ہوتے تھے تو ٹول پلازے پر ایک مقامی ملازم ہوا کرتا تھا۔ اب وہاں پشتون بیٹھے ہوتے ہیں جبکہ یہ کلاس فور قسم کی ملازمت مقامی لوگوں کا حق ہے۔ اسی طرح ہزارہ موٹر وے ٹال پلازے پر جہاں دیکھیں آپ کو پشتون لڑکے بیٹھے ملیں گے۔ جہاں جہاں پشتون بیوکریٹ ہوتے ہیں اکثر کلاس فور کی نوکریاں اپنے پشتونوں کو دیتے ہیں۔ ہزارہ کے مقامی لوگ محبت مزدوری کرتے ہیں۔ ان کے پاس سمگلنگ یا دیگر ذرائع سے بے پناہ دولت موجود نہیں۔ مقامی زمینیں تیزی سے پشتون خرید رہے ہیں۔ جس طرح پشاور کبھی ہندکو سپیکنگ شہر ہوا کرتا تھا مگر پشتونوں نے اس پر قبضہ کر لیا اسی طرح اب ہزارہ پر بھی پشتونوں کا قبضہ ہو رہا ہے اور مقامی لوگ مارجنلائز ہو رہے ہیں۔ لیکن ہزارے والے نسل پرست نہیں سو خاموشی سے یہ سب ہوتا دیکھتے رہتے ہیں۔ مزے کی بات یہ ہے کہ ہزارے والوں کی یہ مارجنلائزیشن پی ٹی آئی کے دور میں زیادہ تیزی سے بڑھی ہے۔ گزشتہ دس بارہ برس کے دوران جتنی pashtunization ہزارے کی ہوئی اتنی اس سے پہلے پچاس سال میں نہیں ہوئی۔ ہزارے کے پی ٹی آئی کے رہنما اپنے ذاتی مفادات کے تحفظ کے لئے تو تگڑے ہیں اور ان کی طاقت کا زیادہ تر استعمال بھی اپنے ہی لوگوں پر ہوتا ہے۔ مشتاق غنی صاحب نے جوگنی کے لوگوں کا رستہ بند کر رکھا ہے کیونکہ ان کے بقول وہ ان کو ووٹ نہیں دیتے حالانکہ جوگنی کے لوگوں کی اکثریت پی ٹی آئی کی ووٹر مگر ان کے ووٹ گلیات میں اپنے اپنے علاقوں میں درج ہیں۔ بابر سواتی سپیکر صوبائی اسمبلی بھی ہزارہ سے ہیں مگر وہ بھی نہ جانے کس خواب خرگوش کے مزے لے رہے ہیں۔ کم از ٹال پلازے پر تو مقامی لوگوں کو بھرتی کروا لیں۔ کلاس فور کے لئے قانون ہونا چاہیے کہ وہ کسی بھی محکمے میں ہو وہ مقامی ضلع بلکہ تحصیل کا باشندہ ہونا چاہیے
