Because if he is to be tried in US courts, then failure to follow jurisdictional procedure OR his pretrial due process, means his defense can challenge the procedural validity of the case and get it thrown out. A staggering amount of people don't get that, if he is a prisoner in the US, then the President of the US posting a pre-trial mugshot, with no judicial hearing, is going to be a contested due process matter. Maduro does deserve to rot in prison. That ONLY happens if you follow the law, because like it or not, he gets trial rights. SCOTUS has upheld in Bell v. Wolfish, 441 U.S. 520 (1979), that EVERY action taken against a detainee who is pre-adjudication must have a legitimate, non-punitive purpose. That is not to say that it can just "not harm" but it has to have a specific beneficial purpose, that does not have any punitive measure. That's why SDNY doesn't post mugshots until after a hearing. It's why the 9th circuit deems all pre-trial mugshots as a "unconstitutional pre-trial punishment" Issues like that get cases thrown out. The law only works when it always applies and when it applies to your worst enemies. If you WANT him convicted, then you want the law followed.
