Quel cattivone di Mussolini che il 30 dicembre 1923, con Regio Decreto n° 2841, creava l’assistenza ospedaliera gratuita per i poveri. L’art. 78-a introdotto da questo decreto prevedeva che ogni ospedale, “secondo la propria competenza nosologica e nei limiti dei mezzi disponibili”, avesse l’obbligo di “provvedere all’assistenza e alla cura dei poveri affetti da malattie acute, dei feriti e delle donne in imminenza di parto”, anche se questi non avevano titolo per ricovero gratuito negli istituti.
