In a striking departure from his former allies, Dr Nkululeko Sibanda - academic and ex-spokesperson for CCC's Nelson Chamisa - has publicly backed Constitutional Amendment No. 3 Bill, delivering arguments that cut through the opposition's tired rhetoric.
Electoral design is not democratic betrayal. Dr Sibanda is unequivocal: electing a president through parliament does not undermine universal adult suffrage. Nations worldwide - from the United States with its Electoral College to hybrid parliamentary-popular systems - demonstrate that electoral architecture is shaped by political context, not democratic intent. Zimbabwe is no exception.
One person, one vote remains intact. Critics claiming CAB 3 violates this principle are, in Dr Sibanda's own assessment, simply wrong. A parliamentary election model can *strengthen* democracy by fostering consensus among elected representatives, deepening accountability, and curbing the dangers of unchecked executive power.
This is about Zimbabwe, not party politics. Where Dr Sibanda's analysis falls short is in entertaining partisan motivations. CAB 3 transcends factional interests entirely. Its purpose is national: to end the cycle of electoral disputes that have fuelled polarisation, restore stability, and redirect Zimbabwe's energy toward sovereign development.
The message is clear - credible voices are aligning behind CAB 3, and the opposition's resistance grows increasingly hollow.

The True Meaning of Universal Adult Suffrage in the Constitution of Zimbabwe (2013): In the important national conversation on the Constitution of Zimbabwe (Amendment No. 3) H.B. 1 Bill, 2026, there’s a needless misunderstanding that “universal adult suffrage”—the principle demanded as “one man, one vote” during the hard-won armed liberation struggle—requires the presidential election to be conducted through a direct popular voting system.
This is simply not true.
Universal Adult Suffrage is explicitly protected in Chapter 4 of the Constitution of Zimbabwe, under the Declaration of Rights. Section 67(3)(a) makes it crystal clear that:
“Subject to this Constitution, every Zimbabwean citizen who is of or over eighteen years of age has the right to vote in all elections and referendums to which this Constitution or any other law applies, and to do so in secret.”
This provision is about empowering every eligible adult citizen with an equal voice at the ballot box, cast in complete secrecy. It guarantees the right to vote; but it does not prescribe or lock Zimbabwe into any particular voting system—whether direct or indirect.
Two powerful facts bring this home and reveal the real value of the amendment in the Bill.
First, for the past 46 years, the only Zimbabweans denied this fundamental right have been citizens living in the Diaspora. The Minister of Justice, Legal and Parliamentary Affairs, Hon. Ziyambi Ziyambi, has already announced that one of the major electoral dividends of the Constitution of Zimbabwe (Amendment No. 3) H.B. 1 Bill, 2026 will be the long-overdue extension of the right to vote to Zimbabweans outside the country. This step will finally make the right to vote truly inclusive, ensuring that no citizen is disenfranchised or left with no electoral voice simply because they live beyond the country’s borders.
Second, the universal adult suffrage clause in section 67 is deliberately silent on the choice of voting mechanism. Zimbabwe’s elections have always included both direct and indirect voting systems since 1980, depending on the office in question.
To be clear: confusing “one man, one vote” with a mandatory direct-voting model misreads the fundamental law of the land. Embracing the true meaning of universal adult suffrage or "one man one vote", honours both the national liberation struggle and the Constitution, strengthens national unity, and moves everyone forward with clarity and confidence!

In the aftermath of Constitution Defenders Forum convenor Tendai Biti's arrest for opposing the contentious current constitutional amendments to extend President Emmerson Mnangagwa’s term and change the political system, United Kingdom-based lawyer Brighton Matebuka, a pro-Nelson Chamisa commentator, says he is struggling to balance sympathy for the former Finance minister and reconcile it with his alleged support for Sengezo Tshabangu who destroyed the opposition CCC through recalls, allowing Zanu PF to have a two-thirds majority to support its 2030 Agenda.
Matebuka, who often highlights Chamisa’s efforts to challenge Zanu PF while navigating internal opposition contradictions, writes:
The Biti saga is a delicate one, for a delicate balance has to be struck between condemning the regime for predictably targeting & persecuting him for opposing Agenda 2030 while steadfastly seeking to hold him to account for how he behaved at the height of Tshabangu's shenanigans
It did happen, it is damning, can't be erased, & enormously contributed towards ED attaining a two thirds majority which effectively sealed Agenda 2030. It's spilt milk.
I don't mean to be harsh or insensitive, let alone come across that way. If it seems so, it's down to my professional training & the hand I have been dealt with.
I simply have a lump on my throat. I have tried to swallow it, but it stubbornly refuses to embrace gravity.
I know what I saw & can't unsee it. I know what I heard too. I also know how things now look & the potential for gas lighting.
For a seasoned political veteran, it's difficult to accept that this is attributable to an innocent lapse in judgment or rank naivety. It simply went on for far loo long.
I am inclined to be persuaded by the fact that the likely dominant motive was revenge, fuelled by the red mist, after feelings of being sidelined by Chamisa.
At that point, it appears as if Biti was unconcerned about the gravity of the wider political consequences beyond toppling Chamisa.
That means that he didn't care whether or not ED would be the ultimate beneficiary, which was reasonably foreseeable at the time.
That leaves us to dissect the significance of his current contribution.
In my respectful view, this is likely down to a combination of a guilty conscience, as this affords him an opportunity to "cleanse" his image, & perhaps potentially undisclosed political interests.
I accept I could be wrong, but I am yet again unable to locate a more compelling & plausible account.
I apologise to those that I have offended unintentionally. I had found the urge to address this too immense to ignore, so I chose to be vulnerable & let it pour out unfiltered!
The state of uneasiness was simply too much!
