The Banking part I do not believe can work since many banks are international. My wife is from Venezuela and was able to have her various teaching and property incomes deposited there and draw from branches in Miami. (Obviously legally) The remittance MIGHT be better served to TAX to help replace the Trillions spent on illegals in all formats.
Loans usually require collateral and credit rating so I can't see how they are getting them now but if the legislation is needed so be it.
