**Yes, but with an important distinction.** Thomas Massie signed the U.S. Term Limits pledge in 2012. It commits him to cosponsor and vote for a constitutional amendment limiting House members to 3 terms (6 years) and Senators to 2 terms (12 years). It is **not** a personal self-limit pledge requiring him to retire after 3 terms if the amendment fails.
He has cosponsored term-limits resolutions and continues to serve while pushing the legislation—exactly as you described. The "betrayed the 3-term pledge" claim often conflates the legislative pledge with a personal one.
