New on the Pitz Defense Analysis website: The Philippine Navy has ordered two (2) additional frigates under the frigate acquisition project - full complement program as part of its sail plan initiative under the Revised AFP Modernization Program. Initially preferring the HDF-3500 frigate design, the service branch opted for the repeat order of the HDF-3200 frigate design that is now the Miguel Malvar-class FFG, as this move decreases the time needed for a critical design review. The Secretary of National Defense (SND) Gilbert Teodoro is still adamant in remaining his stance of securing an ideal multirole fighter jet package of forty (40) jets, aside from his previous statements that includes the use of mid-air refueling tankers and airborne warning and control system (AWACs) as part of the package, provided in detail in an article below. This further cemented when the SND said that they would rather wait for the budget to be provided for the package rather than just be satisfiable for piecemeal purchases, which means that the multirole fighter jet acquisition will take time as the budget allotment will be the primary determining factor for its implementation. In choosing between ensuring the availability of multirole fighter jets in piecemeal acquisition and sufficient funding versus getting a more formidable number of multirole fighter jet in a package that requires funding that goes beyond what the government provides for the Revised AFP Modernization Program, it is clear where the SND stance is, and the ball is now with the Development Budget Coordination Committee (DBCC) and the Congress for this project to become reality. Joining BRP Diego Silang (FFG7), the lead ship of its class, BRP Miguel Malvar (FFG6) has officially removed the '0' from its numerical classification, originally designated FFG06 when it was commissioned in 2025. This formalizes the use of single-digit pennant numbers for the guided-missile frigates the Philippine Navy recently introduced to its fleet, with repeat orders for the class under the Frigate Acquisition Project; the full complement will likely bear pennant numbers FFG8 and FFG9, respectively. Aside from BRP Jose Rizal, its sistership BRP Antonio Luna has also received its new pennant number as part of the ongoing reorganization and standardization of the Philippine Navy fleet, as it is now count as FFG15, from its former pennant number FF-151. This change come as the Philippine Navy fleet hull number classification for frigates gets standardized starting with BRP Miguel Malvar (FFG6) to a future frigate that the fleet will buy bearing the hull number FFG19. With the Miguel Malvar class FFGs bearing hull numbers FFG6 and FFG7 and the repeat order of this class of frigate likely bear the numbers FFG8 and FFG9, there are still slots left for FFG10 to FFG12 and FFG16 to FFG19 for the Philippine Navy fleet to fill in for its numerical expansion. #PDA #PitzDefAnalysis #PhilippineNavy #BRPAntonioLunaFFG15 #OffshoreCombatForce

In a recent update made by the official page of BRP Jose Rizal, the ship finally receive a new pennant number and designation, as it gets the new FFG14 designation, from the original FF-150 one that it came with since its commissioning to the fleet. It comes as the Philippine Navy reorganizes its fleet especially with BRP Miguel Malvar and BRP Diego Silang now bearing FFG6 and FFG7, respectively, from previous FFG06 and FFG07 when both of the ships were commissioned to the fleet in 2025. The reorganization for the BRP Antonio Luna (FF-151) and the Del Pilar class will not be that far, as the Philippine fleet's Offshore Combat Force continuously updating its fleet composition, while remaining their core duties and responsibilitirs of defending the country's territorial and EEZ waters in an external defense posture. #PDA #PitzDefAnalysis #BRPJoseRizalFFG14 #PhilippineNavy #OffshoreCombatForce

It is funny that the Chinese Embassy here in Manila issued such a lengthy rant in response to my position—as a Filipino—that the West Philippine Sea is not disputed from our perspective. Perhaps they should share that detailed explanation with their own maritime forces, including the PLA Navy and China Coast Guard. Every time we conduct routine patrols in our own waters, they insist on claiming “indisputable sovereignty” over those same areas. Yet, if we carefully read their statement, it inadvertently undermines their own narrative of indisputability. Their arguments reveal internal contradictions and growing confusion in the propaganda lines they have been pushing. Second, I want to reiterate once again: The 2016 Arbitral Award is legally binding and final under international law. The PRC has no basis to dismiss it as “illegal,” “null,” or “void.” It stands as a clear affirmation of our maritime rights in the West Philippine Sea. Finally, I hope the Chinese Ambassador—and indeed Beijing—can truly internalize one of their own points: “The first step toward resolving any problem is to face it honestly.” The root cause of tensions across the South China Sea is the PRC’s persistent pattern of illegal, coercive, aggressive, and deceptive actions. Only by acknowledging this reality can we move toward genuine dialogue and a rules-based order in the region. 🇵🇭

Recently, both the Philippines and the Republic of Korea signed a Memorandum of Understanding (MOU) to transfer the ROKS Jang Bogo SS-061 (Chang Bogo) submarine to the Philippine Navy as a training platform. The deal comes as the recent development involving South Korea's offer of its submarines to the Philippine Navy, ranging from the 2021 improved Jang Bogo-class offer to its recent KSS-IIIPN offer, which may have been linked to the proposed transfer of a recently decommissioned Korean submarine. The final Horizon 3/Re-Horizon 3 radar site has been identified. Back in 2023, it was indicated that one radar is to be placed in Davao to cover the gaps down south. A radar installation requires it to be high up and in the Davao Region, most of that is located in the East.

What is not mentioned here is the AFP's Army-centric organizational setup as emphasized by the 1935 National Defense Act, in which this also needs a full amendment for a comprehensive, fully understandable policy direction for external defense.
