#News: Northern leaders call for new partnership with Government
A collective of Northern Mayors and Council Leaders have called on Prime Minister Andy Burnham’s Government to build a new partnership that puts devolution at the heart of national renewal, welcoming their former colleague to 10 @downingstreet.
In an open letter to the Prime Minister @LCRMayor Steve Rotheram, along with colleagues in The Great North collective, has called for a devolution-first approach that gives Northern leaders the powers, investment and freedoms needed to drive growth, strengthen communities and deliver greater prosperity across the country.
The Great North says the North should be recognised as a strategic partner in the governance of the UK, alongside the devolved nations, with a stronger collective voice in national decision-making that reflects its scale, economic weight and democratic leadership.
It sets out five priorities for Government:
1. putting devolution at the heart of national policy;
2. building a globally competitive Northern economy, recognising the region’s unique strengths;
3. unlocking investment through better transport and connectivity;
4. promoting the North internationally as a powerhouse of innovation, culture and industry; and
5. ensuring every community shares in growth and opportunity.
Mayor Rotheram said: “For years, we’ve been making the case that decisions about our communities shouldn’t be taken by people sat behind desks in Whitehall who don’t know our places like we do. Devolution has shown what’s possible when you trust local leaders to get on with the job.
“Andy Burnham has been making that argument for a long time, so he knows first-hand the difference it can make. We’ve shown across the North that, when we’re given the tools, we deliver – whether that’s creating jobs, improving transport, attracting investment or opening up opportunities for local people.
“I’m really encouraged by the new government’s commitment to putting devolution at the heart of its agenda because we’ve got a real opportunity to completely change the way this country works. We’ve never lacked ambition in the North; we’ve just too often lacked the powers to match it. Working together, we can write the next chapter in our story, giving more people the chance to get on in life and delivering good growth in every postcode.”

Construction of the Manchester Digital Campus was started by the previous government and is already under construction. Regardless of who is future prime minister is, it will host a range of departmental functions once completed. The Treasury has previously moved staff to No 11 of the North in Darlington and the Education Department has offices in Manchester and Coventry. The UK government has been moving positions out of London for some time and this is set to continue.

The UK Government's new 'Number 10 North' unit is initially operating from Manchester's Heron House, the same city-centre building used by GCHQ (image 1). BBC News is reporting that specialist police teams have been seen guarding the building in recent days.
Longer term, Number 10 North is likely to relocate to a new government 'Digital Campus' that's currently under construction in Manchester (image 2).
The establishment of a Number 10 North unit follows Andy Burnham becoming UK prime minister yesterday, 20 July.
Announcing further details today, Baroness Smith, Leader of the Lords, said the government would be "moving local economic growth and devolution strategy from the Ministry of Housing, Communities and Local Government (MHCLG), and local economic growth policy from HM Treasury directly into Number 10 North. These departments will continue to exercise some remaining functions in these areas. This ensures that local economic growth policy and regional empowerment are no longer isolated from one another, establishing Number 10 North as the dominant driver of the UK’s economy"
Various reports confirm that civil servants have been offered relocation packages to move to Manchester and support the new unit.

What a waste of public money! We don't need a No 10 of the north. We have a No10 already in London. This is just Micky mouse school boy politics. It will never work as the PM will need to be attentive to the HoC & the Speaker. Stinks of a even bigger north/south devide driven by 1970s style politics. We have moved on since then. God help us. We demand a new General Election NOW!
