This is interesting! 😳😳 According to intelligence reports, the President of the Democratic Republic of the Congo has been diagnosed with diabetes and high blood pressure. The reports says he has to fly to Belgium at least once a month for follow-up care with his Belgian doctor. The interesting question is: why does he have to fly to Belgium for treatment? Why hasn’t he built better health facilities in the DRC? This also explains why he makes worse decisions! And he wants 3rd illegal Presidential term! Congo is a failed state.

The statement by the Minister of Foreign Affairs of #Rwanda (@onduhungirehe) is regrettable in both tone and substance, as it misrepresents established procedures of the @_AfricanUnion and unnecessarily personalizes what is, in essence, a routine institutional process. First, the use of the Silence Procedure is neither new nor irregular within the African Union. It is a well-established decision-making mechanism that has been applied on numerous occasions. The fact that some Member States chose to break the silence does not constitute a crisis; rather, it reflects normal institutional practice and demonstrates that consultation among Member States is both active and effective. Second, it is important to recall that H.E. President Evariste Ndayishimiye, in his capacity as Chairperson of the African Union, acted in line with his mandate and in respect of established procedures. His ruling was clear, in French: “Je voudrais vous remercier pour le soutien affiché en faveur de notre Frère Macky Sall et déclare que le Projet de Décision qui nous a été soumis est adopté. J’instruis la Commission de l’Union Africaine à l’envoyer à tous les États Membres, pour adoption par la procédure du silence, selon les règles et procédures de notre Union.” “I would like to thank you for the support expressed in favor of our brother Macky Sall and declare that the draft decision submitted to us is adopted. I instruct the African Union Commission to transmit it to all Member States for adoption through the silence procedure, in accordance with the rules and procedures of our Union.” This instruction explicitly entrusted the African Union Commission with implementing the process in accordance with the Union’s rules and procedures. Third, the 24-hour timeframe that has been criticized was not determined by the Chairperson of the Union. It resulted from internal handling at the level of the Permanent Representatives’ Committee (PRC) chairmanship, despite reservations expressed by the Legal Counsel and the Secretariat. It is therefore inaccurate to attribute this aspect to the Chairperson. Fourth, attempts to portray this procedural matter as a “violation of all rules” or as an action that “tarnishes” the African Union are exaggerated and risk undermining the credibility of our continental institutions. Differences in procedural appreciation should be addressed through established diplomatic channels, in a spirit of collegiality and mutual respect. Furthermore, no decision was imposed on Member States. On the contrary, the fact that silence was broken demonstrates that Member States fully exercised their sovereign right to express their positions, fully in line with the procedures of the African Union. Finally, it is important to emphasize that matters of such institutional importance call for responsibility, restraint, and respect for diplomatic decorum. Public commentary, particularly when expressed in a tone that is dismissive or inflammatory, does not contribute to constructive engagement and may give the unfortunate impression of a lack of discipline and experience in handling sensitive continental issues. Our Union is built on mutual respect and quiet diplomacy; it is in this spirit that we should continue to engage, especially on matters of such significance to #Africa’s collective voice on the global stage.

Dear Amb. Nyamitwe, your criticism of Rwanda’s minister would carry more weight if your own side had respected the very institutional standards you now invoke. Under Évariste Ndayishimiye, acting as chair of the African Union, Burundi’s Permanent Mission to the UN sent a letter on 2 March 2026 explicitly stating, “my government… nominates His Excellency Macky Sall,” making it unmistakably a national nomination rather than a collective AU decision. This is problematic because Sall had not been shortlisted by the AU Ministerial Committee tasked with vetting candidates, and his name was never presented for deliberation or endorsement during the AU Assembly held just two weeks earlier the very forum meant to ensure transparency, consensus, and legitimacy among member states. Instead of following these established procedures, the process moved forward through a “silence procedure,” effectively asking 55 heads of state to accept a fait accompli unless they objected within a limited timeframe. That approach does not build consensus; it circumvents it. It raises serious concerns about procedural integrity, accountability, and respect for AU governance norms. So before questioning others, it is only fair to acknowledge that what happened here was not a minor oversight but a significant departure from agreed institutional processes, one that risks undermining the credibility of the AU itself.

Inside the FDLR command: The architects of an enduring threat ✍🏻The FDLR, a Kinshasa-backed genocidal militia long entrenched in eastern DRC, remains one of the most dangerous—and politically misunderstood—armed groups in the Great Lakes region. For many years, the international community has too often downplayed the threat FDLR poses to Rwanda, to Congolese civilians, and to regional stability. The group has continued to operate from eastern DRC for decades, benefiting—according to multiple reports—from sanctuary and varying levels of political, military, and logistical backing from successive administrations in Kinshasa. ✍🏻At the top of FDLR sits Lt. Gen. Iyamuremye Gaston, also known as Byiringiro Victor, or Rumuri, the group’s overall president. He is under sanctions by both the UN Security Council and the United States. ✍🏻Among them is Moïse Izabayo, from Gisenyi in present-day Rubavu District, who serves as commissioner for foreign affairs and is also reported to reside in Hembe. ✍🏻Another senior figure is Maj. Gen. Bunani Daniel, also known as Busogo Ukwishatse, the commissioner for defence. ✍🏻The group’s spokesman, Augustin Maniragaba, also known as Cure Ngoma, is another influential figure based in Hembe. ✍🏻FDLR’s military wing, Forces Combattantes Abacunguzi (FOCA), is commanded by Maj. Gen. Pacifique Ntawunguka, better known as Omega or Omega Nzeli Israel. ✍🏻His deputy, Maj. Gen. Uzabakiriho Cyprien, also known as Kolomboka Niyo and Tedium Mugisha, shares a similar background. ✍🏻The FDLR’s intelligence chief, or G2, is Brig. Gen. Uwimbabazi Sebastien, also known as Kimenyi Gilbert Nyembo. In August 2023, the US Treasury sanctioned him for his role in fueling conflict and instability in eastern DRC. ✍🏻The group also maintains a military training academy headed by Brig. Gen. Hitimana Bernard, also known as Mutunzi Frodouard Manzi. ✍🏻Another senior figure in the movement’s internal structure is Brig. Gen. Rishirabake Bernard, also known as Shima Dodo Serge, who serves as FDLR’s chief military prosecutor. ✍🏻Among the FDLR’s most notorious commanders is Lt. Col. Rurakabije Pierre Célestin, also known as Samba Guillaume. He leads the militia’s special forces unit, the Commandos de Recherche et d’Action en Profondeur (CRAP). ✍🏻Also prominent is Col. Kubwayo Gustave, also known as Sircof Modeste, who commands the SINAI operational sector covering Kahumiro, Kazaroho, Katanda, and Mayamoto in Rutshuru territory. ✍🏻Another key commander is Col. Ndatuhoraho Oreste, who also uses the aliases Uwikunda Oreste and Issa Pierre. He leads the CANNAN/JERICHO sector, one of the organization’s operational headquarters. ✍🏻Not a fringe force, but a structured threat. It is a structured politico-military organization with an enduring command chain, a functioning intelligence wing, training capacity, territorial sectors, and a leadership core rooted in the ideology and networks of the 1994 genocide.
