But, UNCLOS Article 37 allows the right of Transit Passage for ships heading to and from countries in the Persian Gulf.
Additionally, Iran and Oman cannot control or prohibit passage or levy tolls.

Fujairah is not a random target. It's the UAE's primary oil export terminal on the Gulf of Oman, the only major UAE port that bypasses the Strait of Hormuz entirely. It handles millions of barrels of oil that the world has been rerouting specifically to avoid the closed strait.

It is clear now what has happened for the ceasefire to breakdown today between the US-IRAN:
In order
-US launches naval ships to protect shipping cross strait of Hormuz with fighters, several ships are intercepted by small boats and fired upon.
-US airforce starts hitting Iranian small boats in retaliation and one trying to fire upon ships
-Iran begins launching missiles toward the Gulf and attacking more boats, US airforce and navy now engaging targets.

Iran reportedly attacked the Fujairah oil terminal. This is the endpoint of the ADCOP pipeline, the UAE's only Hormuz bypass. 1.5 million barrels per day of crude capacity, expandable to 1.8 million.
This pipeline was built specifically so the UAE could export oil without transiting the Strait of Hormuz. Iran is not just hitting a coalition partner. They are targeting the infrastructure that lets oil flow without Hormuz.
The only other major Hormuz bypass is Saudi Arabia's East-West pipeline to Yanbu, which was attacked in April and lost approximately 700,000 barrels per day of throughput.
Iran's message is clear. If they cannot export through Hormuz, nobody bypasses it either.
