I think Aang could only restore bending that already existed in someone, not create it from nothing. Korra already had her bending blocked, so he reopened it.
Ozai and Yakone already had bending, so he could remove it. The lion turtles probably had a much deeper version of energy bending that humans never fully learned.

I have a better question If energy bending is really how the lion turtles turned non benders to benders and how Aang Took Ozai and Yakone's Bending and also how Aang restored Korra's bending. Why couldn't Aang give the air acolytes airbending and effectively restored the air nation? Or were the lion turtles using something else other than energy bending?

Lavabending isn't a 'subtype', rather it's basic phase-change physics. Stop overthinking the fire connection. Toph never did it because her philosophy was too rooted in the 'unyielding' nature of earth. Ghazan and Bolin succeeded because they understood that earth is just slow liquid.

After the complete serialization of Avatar Seven Havens, I think there shouldn't be another story of a new Avatar. I think the creator should just focus on turning Kyoshi's and Yangchen's novels into a series, giving Kuruk his own novel, giving Korra a movie like Aang and telling us more about the Avatars before Yangchen's time.
