Breaking: Digital Asset Market Clarity Act (CLARITY Act) news appears to stem from fresh developments in Senate negotiations, particularly around the long-standing stablecoin yield dispute. Negotiations are extremely close to resolution on the stablecoin yield issue. Senator Cynthia Lummis (R-WY), a lead negotiator and chair of the Senate Banking Committee's digital assets subcommittee, stated that talks are "99% of the way to resolution." The core digital asset provisions of the bill are reportedly in a strong place, with remaining hurdles described as political rather than technical. This follows a closed-door Senate Republican meeting attended by White House Crypto Council Executive Director Patrick Witt. Progress was described as cautious but optimistic, with the compromise largely prohibiting passive yield (interest-like rewards on idle/static stablecoin balances) to address banks' concerns about deposit flight and competition with traditional savings accounts. However, the deal allows for innovation in limited contexts such as activity-based rewards (e.g., transaction-linked incentives, trading fee rebates, or DeFi liquidity provision rewards), which crypto advocates argue are more like credit card points than bank interest. No full public announcement of a "tentative agreement" has been confirmed yet today (as of late March 20), but multiple outlets and insiders indicate the yield snag is nearly cleared. Some sources suggest a compromise could be announced imminently or as soon as today/this week, potentially paving the way for a Senate Banking Committee markup in the second half of April. This would remove the primary blocker that stalled the bill after its bipartisan House passage in July 2025. With only a few working months left before the 2026 midterms, urgency is high lawmakers like Sen. Bernie Moreno have warned that missing an April/May window could doom digital asset legislation for the foreseeable future.
