THUNE on the House’s FISA standoff: “We just can’t afford to go dark. So we’ve got to figure it out. Hopefully we can move the 10-day extension and then we’ll try and set things up to try to do something over here.” Adds there’s some openness to reforms but depends what they are. “We’re open to suggestions but… we can’t wait around for long.”

NEWS: The House has just passed a bill extending FISA authority through April 30 by unanimous consent.

The rule vote on extending FISA is failing right now, with 20 Republican no’s. GOP holdouts already sunk the proposal for a five-year extension in their previous vote, so the rule is for a “clean” 18-month extension.

NEW — House GOP leadership is closing in on a FISA extension with small reforms in this forming agreement, per sources Not the clean extension Trump wants, as @politico had reported. But GOP hardliners haven’t given final sign off. Extension could be FIVE years, if there is final agreement. Leadership just released text. GOP leadership wants to amend the rule on the floor and vote overnight. House is coming back into session SOON around 11:20 to start debate on the rule. Flood of members have gone into Speaker Johnson’s office to discuss FISA — including Rules Chairwoman Virginia Foxx. Warren Davidson, Clay Higgins, Andy Harris, Keith Self, Byron Donalds, and Jim Jordan also in there.

We're reinstating the limited juvenile curfew in Washington, DC. Effective tonight, all youth under 18 are subject to an 11PM curfew—which will extend through 5/1. Designated zones will be subject to an 8PM curfew as determined by the Chief of Police.

Negotiations on FISA are ongoing. I asked @SpeakerJohnson whether the plan was still to vote on FISA rule tonight: “We’re working on it right now,” he said.

New: House Republicans are rejecting the Senate's attempt to jam them on a bipartisan housing deal, but are stuck on what to do next. House GOP Chair Lisa McClain tells me the House won't put the Senate's version on the floor. Financial Services Chair French Hill said they are weighing "the best path" forward. Committee members tell me floated options are altering the Senate bill and sending it back or going to "conference." But senators insist the easiest path is to accept their version and send it to Trump’s desk. "We’ve already adopted 84% of the House’s bills on housing. It’s time to get this thing passed." - Sen. I asked Speaker Mike Johnson if he’s expecting a House vote on FISA tonight: “It’s a possibility. We're waiting on some legislative text. And as soon as we have that, we can socialize it all, but it's just taking a little bit of time to get that done.”

Thune says the budget resolution for reconciliation 2.0 is drafted (although not released) and it will include House instructions In terms of timing: “I don't see any reason why we shouldn’t be ready to go by the middle, toward the end of next week.”
