Some of yall are crazy in here, wtf lmao. How can you not understand what Hiruzen did? He's the hokage, he can't show favoritism to Naruto across the village, but he still gave Naruto money to take care of himself. Naruto had no parents, and most people in the village hated him for housing a cataclysm in his soul, they feared him, nobody else was gonna watch out for him, so Hirzuen did the right thing staying out of it and letting Naruto learn how to take care of himself. It was a risk, Naruto could have become a villain, or he could have learned how to survive with the approval of others, AND HE DID...THEN he got the approval of others. Coddling Naruto as the Hokage would've been bad for his position, made people think he was being favored, or even thought Naruto was somehow using demon fox jutsu to manipulate the hokage. Hiruzen was also aware of Orochimaru. I don't think Orochimaru was aware of Naruto's existence per say at that point? Yet imagine if Hiruzen made it clear as day that Naruto meant something to him, now Orochimaru has a card against him, as well as other potential enemies. Hirzuen wasn't strong enough as a Hokage to really fight off threats, a lot of their powerful ninjas were killed or actively in the field usually, and they were focusing on raising thenext generation of NInjas to help protect the village. Plus with Boruto series, we see how busy Naruto is to the point that he actually is constasntly exhausted and never has time, a guy who can literally summon thousands of clones to help with work (not sure why he doesn't, probably bad writing on this one tbh). Now imagine old Hiruzen, rickety, beaten from the war, you want him to try and run the village AND raise this kid along with the national and social risks it involves?
