Jammu & Kashmir is home to the world’s largest ethnic migratory transhumant population, with over 6.12 lakh pastoralists. As a Union Territory with an existing framework of welfare provisions for pastoral communities, J&K provides an important model for understanding what works, and what still needs to be improved. In her study, Dr Smruti Smita Mohapatra examines the impact of ongoing schemes in Jammu & Kashmir and explores ways to strengthen support services for pastoral communities. Livestock is the lifeline of J&K’s rural economy, yet farmers continue to struggle with a severe shortage of veterinarians, limited hospitals, and poor emergency access. With only 19 veterinary hospitals and nearly 8,000 animals per veterinarian, delayed treatment and high costs have become a daily reality. Weak veterinary services mean lower milk yields, higher mortality, disease outbreaks, and greater financial stress on rural households. Despite rapid expansion in enrolment and institutions, higher education in Jammu and Kashmir continues to face deep structural challenges. The region has widened access but still struggles with weak governance, chronic faculty shortages, limited research capacity, and a persistent disconnect between academic degrees and employability.
