Forming clouds... as a way to water an area like LA before a 'high probability fire event' like we just had. 1) Evaporate a bunch of water into the air. 2)Cool the large mass of water vapor you just created. 3) Seed the could to the correct consistency to create rain... I think I have some Ideas on how to do this. 1)flash evaporate a bunch of water, and you could get that vapor cloud to rise up together and 2) then blast it with either dry ice/ liquid nitrogen/etc (by planes or large drones) at the correct altitude and at the right temperature, then 3) You seed the cloud like we already know how to... and theoretically... you've created a cloud indistinguishable from that of mother nature?
