In the UK, NGOs and campaign groups have power because locals cannot block or opt out of development at the local level, and cannot make deals with developers to opt into it either. Their only option is to add as much cost as possible to try and slow down and stop things.

There's a common view that the problem with development – roads, reservoirs, houses – is one of dispersed benefits vs concentrated costs. Locals lose out but incomers (and the nation) benefit. Though I've used this story as a shorthand before, it's wrong. I'll explain why.🧵

@BrianGitt @EIAgov @IERenergy I explode every time the government says “don’t worry it won’t be expensive because it’s subsidized”. It just shifts who pays for it it’s ridiculous. Nuclear doesn’t need to be subsidized since it’s energy payback period is a couple weeks and provides base load power for decades
