No one has authority over property they don't individually own. If all of the land in an area is privately owned, Bob only has authority up to his property line. If Jack invites a foreigner over to his home, then Bob has no say.... And Acme Road Company would be unwise (from a business standpoint) to require a vetting process for all of its road users. Bob can get as upset as he wants, but he has no authority over Jack's visitor to stop him from coming... And if said foreigner entered the land to purchase property for himself, then he has even less of a say.
