So the reason DoW revoked its updated list of Chinese Military Companies earlier this year was not because of concerns about adding Alibaba or Baidu, it was because the White House (correctly) had never approved its decision to remove CXMT and YMTC. Good for the White House in insisting CXMT and YMTC remain on the list, and instructing DoW to revoke it. That was the right call. It's also extremely unfortunate that this list still has not been updated by the Trump administration. This incident shows why it's so important to be precise and deliberate in all decisions related to regulations that impact U.S.-China technology competition - there is no margin for error, the political windows of opportunity are narrow, and the consequences of swinging and missing are significant.
