SIU Reveals How Six Foreign Pastors Exploited Home Affairs Using Fake Marriages, Forged Documents and Millions in Suspicious Funds to Secure SA Citizenship South Africa's Special Investigating Unit has exposed a network of foreign pastors who allegedly manipulated the Department of Home Affairs to obtain permanent residence permits and citizenship through document fraud. The investigation, mandated by Proclamation 154 of 2024, shows how sham relationships, forged financial evidence, and internal conflicts compromised immigration controls. Key figures include Pastor 1, who secured a PRP in 2018 for himself, his wife, and daughters using a forged chartered accountant letter obtained for R500, backed by dubious proof of a USD 1.2 million cash aircraft purchase from his Non-Profit Company. Pastor 2, a Malawian, and his wife received a retired person's visa and PRP in August 2023 while running an immigration business; over R1.15 million flowed from Pastor 1’s NPC amid FIC-flagged tithe and seed deposits totaling nearly R6 million. Pastor 3 obtained a PRP in 2004 via a life partnership that a South African woman denied, claiming she received only R400 for signing unknown court documents. Nationalities of the pastors involved 🔹️ Pastor 1: Not explicitly stated (closely linked to Nigerian facilitators) 🔹️ Pastor 2 and wife: Malawian 🔹️ Pastor 3 and wife: Not explicitly stated 🔹️ Pastor 4: Zambian 🔹️ Pastor 5: Nigerian 🔹️ Pastor 6: Nigerian Visa and permit categories allegedly abused by the syndicate 🔹️ Visitor and holiday visas: Used for initial entry, later converted into other statuses 🔹️ Life partnerships and spousal/relative visas: Alleged sham marriages supported by forged affidavits and notarial agreements 🔹️ Retired persons’ visas: Used in the case of Pastor 2 🔹️ Asylum seeker permits: Converted into immigration permits (Pastor 6 via the 2008 Circular) 🔹️ Permanent Residence Permits (section 27(f)): Granted under claims of financial independence 🔹️ Citizenship by naturalisation: Obtained through fraudulently issued PRPs, including false late birth registrations Pastor 4, a Zambian, fraudulently claimed South African birth by naming unrelated deceased individuals as parents to obtain an SA identity document and naturalisation without any PRP record, leading to a May 2025 referral to the National Prosecuting Authority. Pastor 5, Nigerian, gained a PRP in 2017 through a transactional marriage; his South African wife received just R4,000, denied signing sponsorship letters or affidavits, confirmed they never cohabited, and a medical certificate was forged. Pastor 6, Nigerian, started with an asylum permit in 2007, converted it, then used a forged notarial life partnership agreement and suspicious birth certificates for two children born on the same day. The pastors circulated identical fraudulent documents — fake business interests, notary agreements, bank statements, employment contracts, medical certificates, and chartered accountant letters — often entering on visitor or study visas before switching categories. Approvals sometimes involved church-member officials, exposing oversight failures in visa adjudication, naturalisation, and the Movement Control System. This scandal has produced six disciplinary referrals against officials, 100 administrative referrals for deportation, and 275 criminal referrals to the NPA against the foreign nationals and implicated Home Affairs staff. The findings reveal deep systemic vulnerabilities in South Africa’s immigration framework requiring urgent reforms to safeguard borders and restore public confidence.

Nigeria became the first African country to install Starlink in January 2023. 1. Nigerian Poverty Rate (2023) - 56.2% 2. Nigerian Poverty Rate (2026) - 62% In three (3) years of Starlink existence in Nigeria, poverty has increased by 5.8 percentage points. You're a liar😅
Elon Musk@elonmusk

Starlink has done more than any NGO to lift people out of poverty by connecting them with a means of education and a market for their good & services via the Internet

Starlink is not just internet, it’s critical infrastructure controlled entirely outside the continent. That should worry every government on the continent.

We wrapped up a discussion on immigration today and I think honestly my greatest worry is that FOREIGNERS really really believe they are entitled to South African documents 🤔 They also are convinced that they won’t leave the country even if illegal and I mean CONVINCED ‼️‼️‼️

Simply not true Mr Musk!!!! It’s improper to use the platform you own for disinformation. A lie no matter how many times it gets repeated remains a lie. Your own LLM understands and recommends restitutive/remedial measures to address structural disadvantages as a result of past legalised discrimination. Under Art 1(4) of ICERD remedial measures do not constitute discrimination. Additionally laws such as BEE equally apply to black companies such as Royal Bafokeng which though owned by a biologically black community found itself not sufficiently black empowered and worse off than majority white owned companies a few years back. To understand reparative justice check out my concept of “The Rigged Monopoly Game” #Justice #SocialJustice #SubstantiveEquality #ConstitutionalGovernance

Farai please sit down when serious countries talk business neh? You har a lot to deal with there in Zimbabwe, I suggest you start with addressing why foreign businesses must give up 75% to a local. How’s it going with the land grabs, economy, free speech and democracy that side?
Farai Mazhindu@FaraiMazhindu

Does complying with South African law mean Elon Musk must surrender 30% of his business to South Africa? If that's the case, it's an absurd law. Very few serious people would do that, and likely no one is, they tend to use politicians to dodge it, which Elon Musk definitely won't do.

There is a Zimbabwean man staying in the same yard I rent. I just told the landlord that I feel unsafe living with people who don’t have IDs. The landlord said, “Don’t worry, he’s leaving on Month end.” 🔥 Patriots, we must make the lives of illegal migrants in the country very difficult.

Guys, believe it or not, Gauteng’s clinics and hospitals are still operating with a staff placement model from 2006. This means the number of doctors, nurses, and other healthcare staff required in Gauteng’s public health facilities is still based on the province’s population figures from 2006. As ActionSA in the Gauteng Provincial Legislature we have been fighting this issue and calling for an updated staffing model, but progress from the Premier has been painfully slow.

All these years, I thought authorizing Starlink in Zimbabwe would benefit ordinary people. Now data is more expensive, Starlink is at capacity, and networks are slow and unreliable. Meanwhile, South Africa is doing well without it 🤔

SA has 80% internet penetration. We are responsible for 75% of the continent's internet traffic. We have three bases in Antarctica with internet connectivity. Other African countries use SA subsidiaries for mobile internet. We didn't ask for Starlink. Elon keeps begging.

@zilevandamme @elonmusk @ClaysonMonyela No one actually cares about South Africa if they want to stay living in the past, in the dirt, that’s their prerogative 🤷 Elon just wanted to help deliver internet on the cheap

Guys, Emfuleni Municipality spent R16 million to buy 17 cars but only received 6. No one knows where the other 11 are. When ActionSA asked what steps have been taken to address this, the Municipal Manager had no detailed answer, and the MEC of CoGTA is protecting the municipality. ActionSA is going to get to the bottom of this.

Batho ba Hammanskraal, I am so deeply sorry for what happened yesterday. I was running late from an imbizo with informal traders and asked MMC Boshielo to start in the meantime. I was on my way when I was informed that it had to be adjourned for safety reasons. We will consult with colleagues in Hammanskraal to set another date. It wasn't out of disrespect at all. The traders' meeting ran long, and I couldn't leave it without properly adjourning it.
