NEW: Iran’s latest proposal to end the war shifted the focus of negotiations from nuclear issues to the Strait of Hormuz but otherwise presented no new concessions. Iran is trying to end the war on its own terms—terms in which the United States has achieved nothing major vis-à-vis the nuclear program and has conceded the Strait to Tehran. Iran offered a three-stage plan beginning with a permanent end to the war, followed by negotiations over how the Strait of Hormuz would be “managed.” Iranian officials said that they would stop threatening shipping in the Strait if Iran could control the Strait post-war by charging tolls for ships to transit through the Strait. The United States would also need to lift its blockade of Iranian ports. This offer is unchanged from previous Iranian offers. The United States has repeatedly noted that any Iranian effort to exert sovereignty over the Strait by monetizing it or controlling traffic through it is unacceptable. Secretary of State Marco Rubio most recently said on April 27 that the United States would not “tolerate [Iran] trying to normalize a system in which the Iranians decide who gets to use an international waterway and how much you have to pay them to use it.” The focus on the Strait of Hormuz rather than the nuclear program likely reflects Iran’s unwillingness to negotiate on nuclear issues, as ISW-CTP has previously assessed. IRGC Commander Major General Ahmad Vahidi and his inner circle are dominating Iran’s decision-making process and oppose talks on the nuclear issue. The latest Iranian proposal in effect demands that the United States end the war and lift its blockade—thus losing leverage—in return for indefinite Iranian management of the Strait of Hormuz and nebulous negotiations over the nuclear program and other key issues.
