I met Elise Bean a decade ago when I worked for @RepLloydDoggett on an APSA CFP fellowship, as she was transitioning from Levin’s staff out of Congress- she was insanely smart, kind, accomplished, and a force for doing good. She will be missed.

The GOP hardliners’ preferences regularly lack votes for passage, making this dance of attempting to secure them obviously performative. Meanwhile the House can’t do as much, the Senate gains additional influence, and the already-difficult appropriations process is even harder.

Republicans have a good chance of having a narrow House majority again next Congress, which begs the question of how long this dynamic lasts. Will they continue to have the weakest Speakers in generations, with all that comes with that?

Speaker Johnson does a dance to pass short-term funding through the House: I’ve been thinking of it as the hardliner two-step. First take two steps to the right (6 month CR & SAVE Act, fails 9/18) - then take three steps to the (moderate) left (3 month CR, no SAVE, passes today)
