The project had been downgraded for some time but when I randomly upgraded the project in October, there was a bug in the code from an Upwork engineer. The app accidentally stored 1PB of data in GCS despite only running on Oct 18. I woke up to my card declining a $61,200 charge and immediately downgraded the project.
