Let's see who had the right of way? And who was supposed to stop. During emergencies, a fire truck has a right of way. In this case, if the jet was on the final approach/touched down, then the jet has the right of way due to speed. The fire department should've communicated their route with the tower. If they did, then the tower/traffic controller is at fault. If not, then the fire department is at fault.
