Don’t listen to Mike Lee on this. He’s just trying to confuse people and stall like the rest of them. Don’t take my word for it, you can verify the steps: 1. 5 or more Republican Senators can request (in writing) a meeting of the Republican conference. The chairman (currently Tom Cotton) can also call said meeting on his own. 2. Hold the meeting and conduct the vote via secret written ballot. 3. The winner is decided by a simple majority vote (currently 27 senators) and becomes the new Senate Floor Leader
