The fact he smiles after mentioning each position (not individual) he's taken out just seems off. It's about the victims and specific offenders (not classes of people), and it's supposed to be serious. Why is he smiling and gleefully attention seeking? Trump admin was releasing them but it takes time to check a high volume of info and redact things crucial for ongoing investigations and probes.
