How is it decided which churches get this money? Can anyone apply or has that already been decided? Is there a process to ensure these huge checks getting handed out to pastors actually is spent for this purpose? Where is Congress?

Aside from the constitutional issue of Noem taking $110 million of FEMA money and giving it to churches, it will be interesting to watch how much of this money ends up in people’s pockets.
